ActiveRADAR’s genesis began 14 years old and was originally known as Safeway Health, a unit of Safeway Food Stores. Safeway Health was created to implement a reference pricing program, a new concept implemented to help save money on the prescription drug costs for its union employees. The program was very successful and when Safeway was sold to Albertson’s Food Stores a few years later, the Safeway Health unit was sold to Kinderhook Industries – a Private Equity company. It was then rebranded RxTE. RxTE was spun into another Kinderhook portfolio company called e4Health.

The RxTE program
The RxTE program has been academically studied, peer reviewed and published in both the New England Journal of Medicine and JAMA, the Journal of the American Medical Association. The e4Health company was sold in 2017 and RxTE was spun out as a standalone company and rebranded ActiveRADAR. The current management team joined the company in 2017-2018 and rebuilt the entire program bringing the technology and all programmatic elements in-house. Today, ActiveRADAR’s markets the original reference pricing program as wholesale-based Value Based Reimbursement Model and offers a suite of therapeutic alternative services for prescription drugs called AR-TAS.

Dave Teckman
Dave joined ActiveRADAR in 2017 as Executive Chairman and assumed the CEO role in February 2020.
Prior to ActiveRADAR, Dave was a consultant to several Private Equity firms, home healthcare, pharmaceutical and healthcare technology companies.
His extensive experience also includes serving as Executive Vice President of Advanced Infusion Solutions; Executive Vice President InfuScience, Inc.; President and Chief Executive Officer of Sutura, Inc., where he successfully spearheaded a major turnaround effort; President and Chief Executive Officer of Vivius, a provider of personalized health insurance solutions; President of Disc Systems, a physician practice management software company.
Senior Vice President of PCS Health Systems, a pharmacy benefit management company; Executive Director of Equicor Health Plans; and Executive Vice President/President Clinical Solutions Pharmacy.
Norrie A. Thomas
PhD, M.S., R.Ph.: Norrie is a businesswoman/entrepreneur, having launched, managed, sold, and founded several pharmacy managed care companies. Dr. Thomas helped found one of the first pharmacy benefit management companies—Clinical Pharmacy Advantage.
Dr. Thomas has held senior management positions at MedCenters Health Plans, Aetna, Clinical Pharmacy Advantage, McKesson, PCS, Eli Lilly, St. Jude Medical, Schering-Plough, and Magellan Health Services.
She holds BS, MS, and PhD degrees from the University of Minnesota College of Pharmacy, and she studied as a visiting researcher at the London School of Economics.
She is one of the founders of the Academy of Managed Care Pharmacy (AMCP).
Richard A. Zabinski
PharmD, FAMCP: Richard’s professional mission is to drive innovation in clinical product design to optimize the quality and efficiency of medication therapy for health care systems and the individuals they serve.
Dr. Zabinski leads product development and clinical operations for ActiveRADAR, an innovator in disruptive solutions for managing drug spend. Prior joining ActiveRADAR, he led the utilization management product function for Prime Therapeutics.
Prior to Prime Therapeutics, Rick led pharmacy product development at OptumHealth. Rick’s diverse work experience includes roles in product development, business development, and clinical leadership.
He has also held a variety of positions in the pharmaceutical industry in the functional areas of outcomes research, medical education, new
product training, and marketing.
Todd Simenson
Todd joined ActiveRADAR in 2018 as Vice President of IT. Prior to ActiveRADAR, Todd was a Vice President in Genoa Healthcare Corporation. His experience also includes serving as Vice President of Medication Management Systems acquired be Genoa Healthcare; Vice President CVS Healthcare, where he led the integration of the NovoLogix technology and staff following the acquisition by CVS Healthcare; Vice President of NovoLogix Inc., where he was responsible for the medical specialty pharmacy technology; Director of IT at InstyMeds Inc., a direct to consumer automated medication dispensing product; Director of IT at RxHub, known now as SureScripts, leading the e-prescribing transactional service technology; Director of IT at Express Scripts were he led teams in adjudication, benefits, utilization and reporting; Director of IT at Clinical Pharmacy Advantage were he led the technology team; and earlier technology roles at Aetna Inc, Partners National Healthplans Inc., and American MedCenters, Inc.
